The Centenary Park Wrangles
A wrangle at centenary park turned up at parliament probed, conducted by members of parliament legal state authorities and state enterprises. Stake holders include, National Water And Sewage Cooperation (NWSC), UNRA, KCCA and Nalongo Estates Ltd, the firm that has been managing the the park.
The probe was recently instituted by the speaker of parliament Hon Rebecca Kadaga after the dispute threatened to style out of control.
According to official from KCCA, Nalongo Estates failed to abide with their orders which required for demolition of the structures out of contract to pave way for the construction of a flyover voltage poles and sewage treatment plant.
The committee shared by Bugweri county MP, Abdul Katuntu told the members that they were given enough time to carry out the probe and submit a report.
kcca's Jennifer Musisi was the first to make submission accusing Nalongo Estates of failure to transform the park into a modern recreational park as it had been agreed under the state agreement. Musisi added that Nalongo Estates continued to construct structures on part described expiry of it's contact."there are currently number of businesses that are currently operating with in Centenary Park in structures that have not been approved by KCCA and Nalongo Estates continues to collect rent even after expiry of managing the contract."
At that point, she revealed that there are senior government officials who are backing Nalongo Estates to bleach the contract.
Musisi also told the committee that another minister has jumped to Nalongo Estates defense by authorising the firm to continue working at the park.
"the minister, Hon Betty Kamya concluded by directing KCCA to renew the releases immediately to Nalongo Estates Ltd.
KCCA executive director also accused former Kampala Central division mayor, Godfrey Nyakana of hiring goons to disrupt government programmes. Nyakana, the husband to Sarah Kizito, the proprietor of Nalongo Estates.

The officials from National Water And Sewage Cooperation stressed that they want part of the land for improving the sewage system in Kampala. They further told the members of parliament that they have lost close to 1billion shillings.
The lawmakers criticized the officials from National Water for not telling the truth and the NWSC further insisted that they have got a loan of $200M from the Japanese government which will accumulate interest.
